Good point if you consider available resources from a holistic point of view.

Therefore, I like to suggest to set aside 20–30 % of them immediately to deal solely with tech debt or architectural changes and allocate just the remaining 70–80 % to your actual roadmap.

Otherwise, you will be piling up tech debt pretty quickly to my experience because stakeholders will always find an excuse to go for the more shiny things. (And refactoring usually doesn’t fall in that category…)
